Open Hack Sweden has been hacking all weekend to develop various hacks including one for the Cape Town Water Crisis:
Develop a way to identify vulnerable water users in the city - City of Cape Town Challenge

and we can communicate with them via their telegram channel. They have made an app with an sms chat bot but this could be forked and configured as a web app AND I also suggested the use of https://what3words.com/ to reach people living in informal communities.
